Head of State Veterinary Inspection detained in Kyrgyzstan on suspicion of embezzlement of public funds

The State Committee for National Security of the Kyrgyz Republic suppressed a corruption scheme that has been operating for a long time in the State Inspectorate for Veterinary and Phytosanitary Safety. The Director of the Inspectorate, Kalysbek Zhumakanov, was detained. Press center of the State Committee of the Kyrgyz Republic reports.

It was found out that that the corruption scheme is associated with embezzlement of budgetary funds during public procurement of biological products and vaccines for immunization of cattle and small ruminants.

According to the investigation, officials of the State Inspectorate deliberately entered into contracts unfavorable for the state in order to extract illegal benefits through a fictitious increase in the number of livestock and artificial raising of prices.

– At the same time, a corruption scheme was used, which limited the possibility of participation of outside companies, which ensured access to state procurement only for controlled and affiliated suppliers, – noted in the statement of the press center.

In addition, the investigators revealed the facts of procurement of vaccines and biologicals preparations on an especially large scale without scientific and economic justification.

According to the results of the audit carried out by the Accounts Chamber of Kyrgyzstan, only one revealed fact of purchase of vaccines against brucellosis for cattle alone inflicted damage in the amount of 31 million soms (380 thousand dollars).

As part of the case under investigation, head of department, Murat Abdraev, and head of division, Chyngyz Romanov, were also detained.
