Mr. Louren\u00e7o should look no farther than the capital city\u00a0<a href=\"https:\/\/www.makaangola.org\/2018\/03\/my-trial\/\" shape=\"rect\">courtroom<\/a>\u00a0of Judge <a href=\"http:\/\/allafrica.com\/stories\/201803210634.html\">Josina Mussua Ferreira Falc\u00e3o<\/a>, where he can find a courageous fighter against corruption \u2014 in the dock.<\/strong><\/p>\n<p>Journalist and activist <a href=\"https:\/\/en.wikipedia.org\/wiki\/Rafael_Marques_(journalist)\">Rafael Marques de Morais<\/a> has spent nearly two decades uncovering sleazy dealings and official malfeasance. Now he finds himself\u00a0<a href=\"https:\/\/www.sowetanlive.co.za\/news\/africa\/2018-03-20-prominent-angola-activist-in-court-over-insult\/\" shape=\"rect\">on trial<\/a>. His crime? An\u00a0<a href=\"https:\/\/www.makaangola.org\/2018\/03\/my-trial\/\" shape=\"rect\">expos\u00e9 about a shady land deal<\/a> published in November 2016 that examined dubious transactions by then-Attorney General <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jo%C3%A3o_Maria_de_Sousa\">Jo\u00e3o Maria de Sousa<\/a> and suggested that he was benefiting from protection by Mr. dos Santos. In a\u00a0<a href=\"https:\/\/www.makaangola.org\/2018\/03\/my-trial\/\" shape=\"rect\">recent blog post<\/a>\u00a0on his anti-corruption website, <a href=\"http:\/\/www.makaangola.org\/\">Maka Angola<\/a>, Mr. de Morais recalled his offending language: \u201cThe loyalty and support of the President\u2019s appointees is secured by allowing them swill at the same trough.\u201d<\/p>\n<p>His investigation found that the former attorney general, while in office, had significant shares in private companies doing business with the state. Mr.\u2009de Morais wrote that the attorney general obtained a title deed for three acres of land, in his private capacity, and planned to build a condo on it. Farmers on the land were evicted. Mr. de Morais reported that it was illegal for the attorney general to be doing such side business while in office. \u201cThe whole process was tantamount to corruption,\u201d he\u00a0<a href=\"https:\/\/www.makaangola.org\/2018\/03\/my-trial\/\" shape=\"rect\">says<\/a>. When he asked for a response to 13 questions on the land issue, he got only silence from the attorney general.<\/p>\n<p>The \u201canswer\u201d soon followed \u2014 Mr. de Morais was indicted on Dec. 27, 2016, for defamation and insulting the attorney general. When he provided the evidence he had excavated to support his reporting, the attorney general added charges of violating state security by insulting the president. Each charge carries a maximum penalty of four years in prison. Also being prosecuted is <a href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/case-history-mariano-bras\">Mariano Br\u00e1s<\/a>, editor of the weekly newspaper <a href=\"https:\/\/jornalf8.net\/tag\/jornal-o-crime\/\">O Crime<\/a>, who printed the expos\u00e9.<\/p>\n<p>Mr. de Morais has been taking risks to expose corruption for a long time. In 1999, he wrote an article in a small newspaper in which he described Mr. dos Santos as a corrupt dictator. He spent 43\u2009days in prison and has been repeatedly threatened since. He investigated the diamond industry for a book, \u201c<a href=\"https:\/\/rsf.org\/en\/news\/censored-book-about-corruption-angola-now-available-rsf-site\">Blood Diamonds: Corruption and Torture in Angola<\/a>.\u201d Last year he was one of five people awarded the\u00a0<a href=\"https:\/\/www.ned.org\/2017-democracy-award\/rafael-marques-de-morais\/\" shape=\"rect\">Democracy Award<\/a>\u00a0from the <a href=\"https:\/\/en.wikipedia.org\/wiki\/National_Endowment_for_Democracy\">National Endowment for Democracy<\/a>.<\/p>\n<p>The charges against Mr. de Morais and Mr. Br\u00e1s should be dropped immediately. The prosecution is an unsavoury legacy of the previous era under Mr. dos Santos, when corruption, nepotism and authoritarianism were rife. If the new president really wants to battle fraud, he should let Mr. de Morais go free, perhaps to teach a new generation of journalists how to hold the powerful to account.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: The Washington Post.
