Not quite."},"content":{"rendered":"<p>This material belongs to:\u00a0<a href=\"http:\/\/thediplomat.com\/2017\/08\/is-tajikistan-really-clearing-corruption-from-the-anti-corruption-agency\/\">The Diplomat<\/a>.<\/p>\n<p><strong>In April, a dozen officials and investigators from the Tajik anti-corruption agency were arrested for corruption.<\/strong><\/p>\n<p>The chairman of the Tajik parliament\u2019s lower chamber,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Supreme_Assembly_(Tajikistan)\">Shukurjon Zuhurov<\/a>,\u00a0commented during a late-April parliamentary session, \u201cIt turns out that many officials who should be fighting corruption are in fact corrupt officials themselves.\u201d He said it was necessary \u201cto bring such officials to justice.\u201d<\/p>\n<p>Dushanbe was quiet on the matter, with the head of the anti-corruption agency,\u00a0<a href=\"http:\/\/eurasianews.info\/en\/important\/top-anticorruption-officials-said-arrested-for-corruption-in-tajikistan.html\">Sulaimon Sultanzoda<\/a>, telling\u00a0<em>RFE\/RL<\/em>\u00a0that information related to the issue was classified. In that vein, closed-door trials in the\u00a0<a href=\"http:\/\/www.constcourt.tj\/eng\/\">Supreme Court<\/a>\u00a0began in July\u00a0for 14 individuals, ten from the anti-corruption agency and four others.<\/p>\n<p>The exact numbers have fluctuated as others have been arrested. But because the government refuses to comment on the arrests,\u00a0<em>RFE\/RL<\/em>\u00a0and others have to confirm the detentions by talking to relatives of those believed to have been arrested, who, for obvious reasons, may not be willing to say much.<\/p>\n<p>Nevertheless, the who\u2019s who of those arrested is an extensive review of key anti-corruption officials, such as\u00a0<a href=\"http:\/\/www.eurasianet.org\/node\/83351\">Davlatbek Hairzoda<\/a>, the agency\u2019s former deputy, and\u00a0<a href=\"https:\/\/news.tj\/en\/news\/tajikistan\/laworder\/20170504\/239437\">Firdavs Niyozbadalov<\/a>, an investigator with political connections who was heavily involved in the takedown of\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Zayd_Saidov\">Zaid Saidov<\/a>, a former regime insider-turned-opposition figure and presidential hopeful who was sentenced to 26 years on a wide array of crimes from fraud and corruption to polygamy in 2013.\u00a0His sentence was extended by three\u00a0years in 2015.<\/p>\n<p>As\u00a0<em>Asia-Plus<\/em>\u00a0reported in July when the trials began, journalists asked whether these cases \u2014 accusations of fraud and bribery among anti-corruption officials \u2014 would lead to a review of those individuals arrested and jailed by the corrupt investigators, namely Saidov.\u00a0<a href=\"https:\/\/www.rferl.org\/a\/tajik-elections-rahmon-party-victory\/26877105.html\">Shermuhammad Shohiyon<\/a>, chairman of the Supreme Court, said, \u201cno.\u201d<\/p>\n<p>This week\u00a0<em>Asia-Plus<\/em>\u00a0reported that Hairzoda was found guilty of taking bribes and sentenced to 10.5 years in prison. The same day Hairzoda\u2019s verdict was announced,\u00a0<a href=\"https:\/\/rus.ozodi.org\/a\/28502525.html\">Fariddun Benazirzoda<\/a>, former deputy head of the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sughd_Region\">Sughd<\/a>\u00a0customs service, was convicted of taking bribes and sentenced to 10.6 years in prison.<\/p>\n<p>Because the trials are closed, what evidence was presented is unknown.<\/p>\n<p>In any case, whether these men are guilty or not of bribery, there is an obvious omission in this purge of top-tier anti-corruption officials. The son of President\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Emomali_Rahmon\">Emomali Rahmon<\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Rustam_Emomali\">Rustam Emomali<\/a>, was head of the anti-corruption agency\u00a0until January\u00a0when he was made mayor of Dushanbe, sidelining the man who\u2019d held that post for nearly two decades. Rustam had been made head of the agency by his father in\u00a0March 2015\u00a0and had, before that, been\u00a0head of the customs service since 2013.<\/p>\n<p>Then again, it wouldn\u2019t matter if Rustam was corrupt; the Tajik president and his family are protected by immunity granted through\u00a0a late 2015 law\u00a0honoring Rahmon as the \u201cLeader of the Nation.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to:\u00a0The Diplomat.
