El Salvador<\/a> has taken down a network of colluding officials from within its judiciary, a sign that the momentum against corruption propelled by Attorney General Douglas Mel\u00e9ndez<\/a> remains strong.<\/strong><\/p>\n

Former judges, legal assistants, lawyers and a current and former prosecutor were among at least 14 individuals captured on August 14, according to\u00a0a press release<\/a>\u00a0by\u00a0El Salvador<\/a>‘s police. The operation is ongoing, with four outstanding arrest warrants.<\/p>\n

Authorities say the corrupt network was involved in at least 29 cases of manipulating judicial processes in favor of criminals, according to\u00a0El Diario de Hoy<\/a>.\u00a0The detainees allegedly offered judicial benefits to the defendants, including leaking confidential information, in exchange for bribes ranging from $50 to $10,000.<\/p>\n

The ring assisted criminal suspects ranging from gang members to former Salvadoran President Antonio Saca<\/a>, who stands\u00a0accused of embezzlement<\/a>. The latter allegedly paid a legal assistant $10,000 to obtain information on his case — which now includes an additional charge for bribery — according to\u00a0a press release<\/a>\u00a0by the attorney general’s office.<\/p>\n

The arrests come less than a week after an alleged leak from within\u00a0El Salvador<\/a>‘s judiciary was made public, although the two events currently appear to be unrelated.<\/p>\n

On August 7, Police Chief Howard Cotto<\/a> stated that authorities would pursue politicians that financed death squads in the country,\u00a0without giving names<\/a>. The following day, former San Miguel<\/a> Mayor Will Salgado<\/a>, who will run in the 2018 mayoral elections,\u00a0stated<\/a>\u00a0that a judicial official had warned him of his imminent arrest for allegedly financing deaths squads, and advised him to flee.<\/p>\n

Attorney General Douglas Mel\u00e9ndez neither admitted nor denied that Salgado was being investigated, according to\u00a0La Prensa Gr\u00e1fica<\/a>. Salgado has not been arrested.<\/p>\n

In another crackdown against corruption in\u00a0El Salvador<\/a>, former Mayor Florentino Rivas<\/a> and over a dozen other individuals were sent to prison on the same day as authorities dismantled the corrupt judiciary ring, reported\u00a0elsalvador.com<\/a>. Rivas was\u00a0arrested last week<\/a>, accused of heading a transnational cocaine trafficking network.<\/p>\n

InSight Crime Analysis<\/h3>\n

Corruption is no novelty in\u00a0El Salvador<\/a>, whether among judiciary, police or\u00a0mayors<\/a>. But these operations suggest an ongoing crackdown on the phenomenon under the impulse of Attorney General Douglas Mel\u00e9ndez.<\/p>\n

Since taking office in January 2016, Mel\u00e9ndez has\u00a0arrested former<\/a>\u00a0President Saca and\u00a0investigated his successor<\/a>\u00a0Mauricio Funes<\/a>. In addition, the new attorney general distinguished himself from his predecessor in the high-stakes case against Jos\u00e9 Ad\u00e1n Salazar Uma\u00f1a<\/a>, alias “Chepe Diablo<\/a>,” the suspected leader of one of\u00a0El Salvador<\/a>‘s most powerful drug trafficking groups, the\u00a0Texis Cartel<\/a>.<\/p>\n

As\u00a0InSight Crime reported<\/a>\u00a0at the time, the former attorney general had all but buried the case against Salazar Uma\u00f1a. Once in office, Mel\u00e9ndez reopened the investigation and\u00a0eventually ordered<\/a>\u00a0Chepe Diablo<\/a>‘s arrest. This move against a powerful criminal figure whose political ties appeared to reach as high as\u00a0El Salvador<\/a>‘s\u00a0current vice president<\/a>\u00a0was a strong sign of Mel\u00e9ndez’s intent to bring about change.
