{"id":3762,"date":"2017-08-31T14:18:02","date_gmt":"2017-08-31T11:18:02","guid":{"rendered":"http:\/\/anticorr.media\/?p=3762"},"modified":"2017-09-01T12:19:20","modified_gmt":"2017-09-01T09:19:20","slug":"shkoly-i-policiya-glavnye-istochniki-korrupcii-v-yuar","status":"publish","type":"post","link":"https:\/\/anticorr.media\/en\/shkoly-i-policiya-glavnye-istochniki-korrupcii-v-yuar\/","title":{"rendered":"Schools and SAPS generate most corruption complaints"},"content":{"rendered":"<p>This material belongs to: <a href=\"https:\/\/www.timeslive.co.za\/news\/south-africa\/2017-08-31-schools-and-saps-generate-most-corruption-complaints\/\">Sunday Times<\/a>.<\/p>\n<p>The highest levels of corruption reported occur in schools\u201a representing 9.9% of the total\u201a followed by corruption in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/South_African_Police_Service\">SAPS<\/a>\u201a which comes in at 7.6%.<\/p>\n<p>The types of corruption most commonly experienced\u201a according to the report\u201a are bribery\u201a embezzlement of funds\u201a irregularities in procurement\u201a and irregularities in employment.<\/p>\n<p><a href=\"http:\/\/www.corruptionwatch.org.za\/\">Corruption Watch<\/a> said the number of corruption complaints received in the first six months of 2017 &#8211; at 2\u201a744 &#8211; represents a significant 9.5% increase over the same period last year\u201a pointing to a positive trend of whistleblowing around the country and a greater willingness by the public to join the fight against corruption.<\/p>\n<p>Since Corruption Watch was launched in January 2012\u201a over 20\u201a000 reports have been received from the public.<\/p>\n<p>&#8220;This growing outrage at the unacceptable levels of corruption in South Africa also relates to its widening impact on the lives of ordinary people\u201a particularly those who rely on publicly provided goods and services\u201a&#8221; the organisation said in a statement.<\/p>\n<p><a href=\"http:\/\/www.corruptionwatch.org.za\/about-us\/people\/board-members\/\">David Lewis<\/a>\u201a executive director of Corruption Watch\u201a commented: \u201cCorruption cannot be effectively tackled without an active citizenry willing to blow the whistle. Our reporting data is evidence of a courageous\u201a committed and outraged public. This is a good portend for the future.\u201d<\/p>\n<p>The concern about police complaints has prompted Corruption Watch and the <a href=\"https:\/\/issafrica.org\/\">Institute for Security Studies<\/a> to launch a campaign focusing on the crisis in leadership within the criminal justice system\u201a specifically SAPS and the <a href=\"https:\/\/www.saps.gov.za\/dpci\/index.php\">Directorate of Priority Crime Investigation<\/a> (the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hawks_(South_Africa)\">Hawks<\/a>). The two organisations are currently running a survey encouraging the public to voice their opinions about the skills and attributes they would like to see in the SAPS national commissioner and the head of the Hawks.<\/p>\n<p>The number of reports received tends to correlate almost directly with the population figures in each province\u201a the report noted. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Gauteng\">Gauteng<\/a>\u201a with the highest population in the country\u201a represents 37.3% of the total\u201a whilst the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Northern_Cape\">Northern Cape<\/a>\u201a the most sparsely populated province\u201a only makes up 1.4% of the total number of reports.<\/p>\n<p>The three metropolitan municipalities yielding the largest volume of corruption reports are those of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Johannesburg\">Johannesburg<\/a>\u201a <a href=\"https:\/\/en.wikipedia.org\/wiki\/City_of_Tshwane_Metropolitan_Municipality\">Tshwane<\/a>\u201a and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Cape_Town\">Cape Town<\/a>.
