{"id":4495,"date":"2017-09-20T16:39:15","date_gmt":"2017-09-20T13:39:15","guid":{"rendered":"http:\/\/anticorr.media\/?p=4495"},"modified":"2017-09-21T14:50:51","modified_gmt":"2017-09-21T11:50:51","slug":"pravitelstvo-vetnama-vskrylo-sistemu-nematerialnyx-vzyatok-chinovnikam","status":"publish","type":"post","link":"https:\/\/anticorr.media\/en\/pravitelstvo-vetnama-vskrylo-sistemu-nematerialnyx-vzyatok-chinovnikam\/","title":{"rendered":"Corruption report exposes bribery"},"content":{"rendered":"<p>This material belongs to: <a href=\"http:\/\/vietnamnews.vn\/politics-laws\/394075\/corruption-report-exposes-bribery.html#lyyMjr0mlhBf4WUY.99\">VNS<\/a>.<\/p>\n<p><strong>The <a href=\"https:\/\/en.wikipedia.org\/wiki\/Standing_Committee_of_the_National_Assembly\">NASC<\/a> asked the Government to order a review of official appointments nationwide to address voter concerns that the wrong people and\/or family members were being appointed to positions where they could easily abuse their power.<\/strong><\/p>\n<p><strong>H\u00c0 N\u1ed8I \u2014 Bribery in the form of giving Government officials gifts is getting more and more complicated and artful, with recipients only giving back the gifts if they\u2019re caught, head of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/National_Assembly_(Vietnam)\">National Assembly\u2019s Legal Committee<\/a>\u00a0<a href=\"https:\/\/vi.wikipedia.org\/wiki\/L%C3%AA_Th%E1%BB%8B_Nga\">L\u00ea Th\u1ecb Nga<\/a>\u00a0told a session devoted to the Government\u2019s report on anti-corruption measures.<\/strong><\/p>\n<p>More than 1.1 million Government and State officials made asset declarations this year, but the Government only verified 77 and found three cases of violations, according to the report presented to the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Standing_Committee_of_the_National_Assembly\">National Assembly Standing Committee<\/a> (NASC) on Tuesday.\u00a0Corruption has become thornier issue while local anti-corruption activities are weak, according to the report.<\/p>\n<p>In the report, the Government admitted that the ethics of some officials are low, with many\u00a0pestering enterprises for bribes.\u00a0The report also pointed out that some groups of officials had abetted in protecting businesses\u00a0for the benefit of the groups of people or personal interests.<\/p>\n<div>Voters\u2019 suspicions of interest groups and backyard control of State-owned enterprises (SOEs) for private benefit are logical based on inspection results of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Inspection_Commission_of_the_Communist_Party_of_Vietnam\">Party Central Committee\u2019s Inspection Commission<\/a>, according to the National Assembly (NA) Legal Committee.<\/div>\n<p>The report\u2019s authors blame insufficient economic management\u00a0mechanisms and policies for the shortcomings.\u00a0But the report forecast that corruption would be reduced next year due to efforts by authorised agencies.\u00a0After evaluating the report, the NA Legal Committee agreed with the Government report on the handling of corruption in recent years.<\/p>\n<p>Under the close instruction of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Steering_Committee_on_Anti-corruption\">Anti-Corruption Central Steering Committee<\/a>, many cases of serious economic corruption were investigated and prosecuted, helping to reinforce people\u2019s trust in the Party and State\u2019s determination to fight the scourge.\u00a0However, the legal committee pointed out that many measures of corruption prevention were formalistic and ineffective.<\/p>\n<p>The committee asked the Government to further clarify the basis on which this year\u2019s corruption and the forecast were evaluated.\u00a0The legal committee suggested the NA and Government set up regulations on transparency and monitor private properties and incomes of all people, especially high-ranking officials, as well as introducing sanctions for fraudulent declarations.<\/p>\n<p>The NASC asked the Government to order a review of official appointments nationwide to address voter concerns that the wrong people and\/or family members were being appointed to positions where they could easily abuse their power. \u2014 VNS<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: VNS.
