{"id":4716,"date":"2017-09-26T14:11:18","date_gmt":"2017-09-26T11:11:18","guid":{"rendered":"http:\/\/anticorr.media\/?p=4716"},"modified":"2017-09-27T17:33:47","modified_gmt":"2017-09-27T14:33:47","slug":"zimbabvijskaya-torgovaya-palata-prizvala-pravitelstvo-prinyat-antikorrupcionnoe-zakonodatelstvo","status":"publish","type":"post","link":"https:\/\/anticorr.media\/en\/zimbabvijskaya-torgovaya-palata-prizvala-pravitelstvo-prinyat-antikorrupcionnoe-zakonodatelstvo\/","title":{"rendered":"\u2018Craft policies to curb smuggling, corruption\u2019"},"content":{"rendered":"<p>This material belongs to: <a href=\"https:\/\/www.newsday.co.zw\/2017\/09\/craft-policies-curb-smuggling-corruption-2\/\">News Day<\/a>.<\/p>\n<p><strong>The <a href=\"https:\/\/en.wikipedia.org\/wiki\/Zimbabwe_National_Chamber_of_Commerce\">Zimbabwe National Chamber of Commerce<\/a> (<a href=\"http:\/\/www.zncc.co.zw\/\">ZNCC<\/a>) yesterday called on government to craft effective measures to curb smuggling, corruption at State enterprises and <a href=\"https:\/\/en.wiktionary.org\/wiki\/parastatal\">parastatals<\/a> (seps) and porousness at border posts in its 2018 National Budget statement.<\/strong><span id=\"more-3096224743972353\"><\/span><\/p>\n<p>ZNCC chief executive officer <a href=\"http:\/\/nehandaradio.com\/2015\/07\/30\/zncc-praises-supreme-court-rulings\/\">Christopher Mugaga<\/a> made the call when he appeared before the <a href=\"http:\/\/www.pindula.co.zw\/David_Chapfika\">David Chapfika<\/a>-led <a href=\"http:\/\/www.parlzim.gov.zw\/about-parliament\/committee-system\/types-of-committees\">Parliamentary Portfolio Committee on Finance<\/a> to make submissions on the 2018 budget, where he said smuggling of goods was killing formal business in the country with 50% of second-hand tires sold on the market being smuggled into the country.<\/p>\n<p>\u201cNo matter how we continue to incentivise exporters, they continue to be outweighed by those that are smuggling, because after the introduction of the $300 million bond notes we still see a lot of them in the informal economy, and even if you go to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Musina\">Musina<\/a> the bond note is trusted more than the rand\u201d he said.<\/p>\n<p>\u201cFor example, second-hand tires are not allowed into the country, but the Zimbabwean market consumes 1,3 million tires annually and out of that figure the consumption of second-hand tires that are smuggled in is 50%.\u201d<\/p>\n<p>Mugaga said the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Zimbabwe_Revenue_Authority\">Zimbabwe Revenue Authority<\/a> (<a href=\"http:\/\/www.zimra.co.zw\/\">Zimra<\/a>) also needs to find other models of broadening their revenue base instead of just garnishing accounts of big businesses.<\/p>\n<p>\u201cThere is a culture where if a person wins a ZNCC award, the next morning Zimra is at their door. Their penalty loading system is 100%, which is not proper because if you look at other models like South Africa we are talking of 23%. We feel Zimra should be lenient,\u201d Mugaga said.<\/p>\n<p>He slammed the current practice where informal traders were selling wares like groceries at shops\u2019 entrances at a cheaper price, in the process causing littering.<\/p>\n<p>Mugaga\u2018s deputy, <a href=\"http:\/\/www.chronicle.co.zw\/norupiri-retains-zncc-presidency\/\">Tamuka Macheka<\/a>, said foreign currency challenges were crippling business, adding something must be done to curb porousness at border posts, where government was losing a lot of revenue through smuggling.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: News Day.
