He has spent 36 of his 56 years working the gold deposits of <a href=\"https:\/\/es.wikipedia.org\/wiki\/El_Callao_(Bol%C3%ADvar)\">El Callao<\/a>, a rural municipality in Venezuela\u2019s <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bol%C3%ADvar_(state)\">Bolivar<\/a> state near the eastern end of the Orinoco Mining Arc.<\/strong><\/p>\n<p>Reyes demonstrates the process and explains each step: First, mercury is mixed with the crushed ore that contains gold. The gold and mercury react to form an\u00a0<a href=\"https:\/\/www.google.ba\/search?q=gold+mercury+amalgam&amp;source=lnms&amp;tbm=isch&amp;sa=X&amp;ved=0ahUKEwja_Y7L06vWAhUo7YMKHYLtDhkQ_AUICygC&amp;biw=1067&amp;bih=513&amp;gws_rd=cr&amp;dcr=0&amp;ei=GpTDWZ-aFqWn6ASh6rKAAQ\">amalgam<\/a>, a clay-like substance which sticks to the copper plate. With a spatula, he collects the amalgam, puts it in a damp cloth, and squeezes it. Yet the mercury vapor still permeates the air, so that neither the nine miners working there nor two visiting journalists can avoid breathing it in. The process uses 10 to 25 grams of mercury for\u00a0<a href=\"https:\/\/www.911metallurgist.com\/blog\/mercury-free-gravity-borax-method-gbm\">each gram of gold produced<\/a>.<\/p>\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/Mercury_(element)\">Mercury<\/a>, a heavy silver-white metal highly toxic to living tissue, poisons all by-products of the operation. The drier materials \u2013 ground-up ore, sand and dirt \u2013 collect in mountains that will be re-processed to extract any remaining gold. The soft mud goes into an artificial pond about five meters in diameter and less than a meter deep. None of the miners use any equipment to protect them from the mercury.<\/p>\n<p>Reyes claims there\u2019s no need. \u201cWe\u2019ve been working on this our whole lives, we\u2019re immune already,\u201d he insists. He also dismisses the idea that the water they drink from the nearby river could be poisoned. \u201cThe land sucks in the mercury before it reaches the river,\u201d he says.<\/p>\n<p>Reporters witnessed this gold processing demonstration in early April 2017 in Molinos Calder\u00f3n, one of approximately 60 \u201cmills\u201d or ore-processing facilities that have operated for decades in El Callao\u2019s La Ramona sector. This mill is a part of the Socialist Mining Brigades, a pilot initiative promoted by the government this year as a new way to organize the area\u2019s small-scale miners. (See:\u00a0<a href=\"https:\/\/www.occrp.org\/en\/goldandchaos\/socialist-mining-brigades-face-crime-and-falling-output\">Socialist Mining Brigades Face Crime and Falling Output<\/a>).<\/p>\n<p>But nobody is supposed to be using mercury.<\/p>\n<p>A\u00a0<a href=\"http:\/\/noticierolegal.com\/prohiben-uso-tenencia-del-mercurio-actividades-mineras\/\">presidential decree<\/a>, published in the <a href=\"https:\/\/venezuelanalysis.com\/tag\/official-gazette\">Official Gazette<\/a> in August of 2016, forbids the use, possession, storage, and transportation of mercury as a method of obtaining or processing gold or any other mineral in any mining operation in Venezuela. The ban, part of the Orinoco Mining Arc project, was intended to placate environmentalists but is widely ignored by miners \u2013 many of whom have never even heard of it.<\/p>\n<p>Many in government, on the other hand, believe mercury is no longer in use. Officials proudly announced in November of 2016 that the first gold transferred from the Orinoco Mining Arc to the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Bank_of_Venezuela\">Central Bank<\/a>\u2019s vault was \u201cgreen,\u201d meaning that it had been extracted using environmentally friendly practices.<\/p>\n<p>In fact, the miners in <a href=\"http:\/\/google-maps.pro\/mapa_de_La_Ramona.Venezuela\">La Ramona<\/a> say, they do extract gold using mercury, and without taking even the most minimal safety measures for the workers or the environment.<\/p>\n<p>Despite efforts by the brigades to organize the small-scale miners of La Ramona sector in El Callao, they say nothing has changed in the way they work, except for risks posed by the growing power of criminal gangs operating in the area. Source: William Urdaneta.<\/figcaption><\/figure>\n<h3 id=\"politics-tries-to-solve-illegal-mining\">Politics Tries To Solve Illegal Mining<\/h3>\n<p>The Socialist Mining Brigades, announced in November 2016 and created by formal decree in January 2017, is a pilot project that may be intended to bring illegal small-scale mining under control.<\/p>\n<p>The plan is to ally hundreds of miners working in the <a href=\"https:\/\/www.exportersindia.com\/rokaven-c-a\/\">Nacupay sector<\/a>, a part of the larger 97-hectare El Callao district where the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Mining_in_Venezuela\">Venezuelan General Mining Company<\/a> is located. The brigades, formed from groups of miners, have the right to exploit minerals in Nacupay only. But brigades have also formed in the La Ramona sector as well.<\/p>\n<p>The authorization is valid for up to nine years. It doesn\u2019t imply ownership of the land nor of the minerals underneath it, and it can\u2019t be transferred, rented, sublet, sold, or bought by any other individuals.<\/p>\n<p>The government said that each brigade would pay the Venezuelan state a small royalty of 3 percent of the value of the final mineral product, which would be sent to the <a href=\"http:\/\/www.newsweek.com\/2017\/05\/05\/venezuela-making-same-mistake-mining-it-has-petroleum-590449.html\">Social Mining Fund<\/a> and be reinvested in social projects.<\/p>\n<p>Miners, however, say nothing like this has happened, and that they are continuing to work as they always have, selling their gold to whoever offers the best price.<\/p>\n<p>The picture is complicated by rapid-fire changes in the newly formed <a href=\"http:\/\/www.reuters.com\/article\/us-venezuela-mining\/venezuelas-maduro-creates-mining-ministry-idUSKCN0YU070\">Ministry of Ecological Mining Development<\/a>, which has had three ministers in the past seven months. <a href=\"https:\/\/twitter.com\/mirabalroberto\">Roberto Mirabal<\/a> was replaced in February by <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jorge_Arreaza\">Jorge Arreaza<\/a>, who was promoted and replaced in August by <a href=\"http:\/\/desarrollominero.gob.ve\/tag\/victor-cano\/\">Victor Cano<\/a>.<\/p>\n<p>What has remained consistent, however, is the ministry\u2019s stance that it\u2019s all good news: more and more gold is being mined, in an environmentally responsible manner.<\/p>\n<figure id=\"attachment_4848\" aria-describedby=\"caption-attachment-4848\" style=\"width: 1920px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4848\" src=\"http:\/\/anticorr.media\/wp-content\/uploads\/2017\/09\/6-1.jpg\" alt=\"\" width=\"1920\" height=\"1280\" srcset=\"https:\/\/anticorr.media\/wp-content\/uploads\/2017\/09\/6-1.jpg 1920w, https:\/\/anticorr.media\/wp-content\/uploads\/2017\/09\/6-1-300x200.jpg 300w, https:\/\/anticorr.media\/wp-content\/uploads\/2017\/09\/6-1-768x512.jpg 768w, https:\/\/anticorr.media\/wp-content\/uploads\/2017\/09\/6-1-1024x683.jpg 1024w, https:\/\/anticorr.media\/wp-content\/uploads\/2017\/09\/6-1-1170x780.jpg 1170w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><figcaption id=\"caption-attachment-4848\" class=\"wp-caption-text\">Liquid waste from the milling process, contaminated with mercury, is shunted into shallow ponds. Source: William Urdaneta.<\/figcaption><\/figure>\n<p>In November 2016, the brigade concept was announced and then-Minister Mirabal almost immediately declared that the brigades had produced the first gold ingots to arrive from the Orinoco Mining Arc. He described them as \u201cecologically produced\u201d \u2013 in other words, the miners hadn\u2019t used mercury. One month later, he claimed that 400 kilograms of gold (in round numbers and without much detail) had been extracted over six months.<\/p>\n<p>During his six-month stint as minister, Arreaza made similar claims. But he also admitted that, since the decree, local miners have continued using mercury.\u00a0It will take months to persuade them otherwise, he said in a May interview published on the ministry\u2019s website.<\/p>\n<p>And in September, Cano, the current minister, announced additional gold amounts that brought the total gold production in the Orinoco Mining Arc to nearly 4,000 kilograms over 15 months.<\/p>\n<p>Back in the mill, Reyes raises his voice over the noise of the machine grinding the ore. \u201cThere are no changes in the way we\u2019ve always worked,\u201d he says. \u201cWe\u2019re still breaking off the ore in the [mines], transporting the material to the mills, and using the mercury to separate the gold.\u201d<\/p>\n<h3 id=\"gullies-and-our-daily-bread\">Gullies and Our Daily Bread<\/h3>\n<p>Itamar Fern\u00e1ndez and Germ\u00edn Guti\u00e9rrez work in El Callao\u2019s <a href=\"https:\/\/www.google.co.uk\/search?biw=1405&amp;bih=843&amp;q=La+Culebra+sector+venezuela&amp;oq=La+Culebra+sector+venezuela&amp;gs_l=psy-ab.3...20718.20718.0.21543.1.1.0.0.0.0.55.55.1.1.0.dummy_maps_web_fallback...0...1.1.64.psy-ab..0.0.0....0._cAlfQx11qk\">La Culebra sector<\/a>, and they are not a bit worried about the mercury ban \u2013 because they have no idea that there is one.<\/p>\n<p>The sector has approximately 20 \u201cgullies,\u201d as the miners call the mines. These are holes in the ground about 1.5 meters in diameter and up to 40 meters deep, dug at least a decade before the Orinoco Mining Arc was created. Says Fernandez, \u201cNothing\u2019s changed here. Mercury is our daily bread.\u201d<\/p>\n<p>Guti\u00e9rrez says that miners here have not been organized into any brigades, and that they continue to work as they always have, without any help from the state.<\/p>\n<p>The <a href=\"https:\/\/en.wikipedia.org\/wiki\/World_Health_Organization\">World Health Organization<\/a> has determined that informal or small-scale mining accounts for 37 percent of mercury emissions worldwide, and that it is the biggest single cause of mercury pollution in air and water.<\/p>\n<h3 id=\"mercury-damage\">Mercury Damage<\/h3>\n<p><a href=\"https:\/\/summlab.upc.edu\/en\/members\/imatges-phd\/jorge-paolini\/view\">Jorge Paolini<\/a> of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Polytechnic_University_of_Catalonia\">Universidad Politecnica de Catalunya<\/a> investigated how much mercury was being consumed by inhabitants of the once-pristine Caron\u00ed river basin, a tributary of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Orinoco\">Orinoco River<\/a> in Bolivar state. He concluded that between 2000 and 2007, the concentration of mercury in fish consumed increased from 2.7 to 7.9 milligrams per gram.<\/p>\n<p>A study by the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Wildlife_Conservation_Society\">Society for Wildlife Conservation<\/a>, the <a href=\"http:\/\/www.lasalleinternational.org\/\">La Salle Foundation<\/a>, and the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Universidad_de_Oriente\">Universidad de Oriente<\/a> conducted between 2011 and 2012 revealed that 92 percent of the 152 women belonging to the local <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ye%27kuana\">Yekuana<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sanum%C3%A1\">Sanema<\/a> ethnicities who were evaluated were contaminated by eating fish contaminated with mercury.<\/p>\n<p>Though the World Health Organization has established a tolerable level of mercury of 2 parts per million (ppm), the hair samples of the women were found to have an average level of 9.38 ppm. Almost 37 percent exceeded 10 ppm, 7 percent were at 20 ppm, and one extreme case reached 45 ppm \u2013 over 22 times the permissible limit.<\/p>\n<p>\u201cThese results show that the indigenous population is contaminated with mercury even at distances greater than 200 km from the discharge point of the pollution generated by the mines to the main channel of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Caura_River_(Venezuela)\">Caura river<\/a>, although the levels appear to be slightly lower in distant sites,\u201d said <a href=\"https:\/\/www.researchgate.net\/profile\/Salvador_Penna\">Salvador Penna<\/a>, one of the scientists who participated in the research.<\/p>\n<p>Mercury poisoning is highly damaging and can cause nerve damage, memory loss, impaired cognitive abilities, speech and hearing impairments, anxiety, chronic headaches, insomnia, uncontrollable shaking, mood swings, and vision and stomach issues. Source: Juan Barreto.<\/figcaption><\/figure>\n<p>Miners say the mills \u2013 small companies that have the machinery and equipment to grind the rocky ore extracted from the mines \u2013 are a key step in the gold extraction process. They also provide the miners with the mercury they need to extract the gold.<\/p>\n<p>Alexis Chaur\u00e1n, spokesman for La Ramona\u2019s Revolutionary Miners and Millers Association, says they have no choice. \u201cWe keep working the traditional way. If we stop using mercury, how do we extract the gold? We don\u2019t comply with the ban on mercury because the state must be the one to offer alternatives. If we ban mercury, we destroy small-scale mining, and 80 percent of the people in El Callao make a living from this.\u201d<\/p>\n<p>A number of groups have pointed out that there are alternatives to mining gold with mercury. In the Philippines, a\u00a0<a href=\"https:\/\/www.911metallurgist.com\/blog\/mercury-free-gravity-borax-method-gbm\">system using borax and gravity<\/a>\u00a0is equally or more effective.\u00a0But in Venezuela, it appears that these other methods are not being considered.<\/p>\n<p>According to the World Health Organization, mercury is among the top ten chemicals of major public health concern, but in El Callao\u2019s mines, precisely where the government is trying to organize small-scale miners into Socialist Mining Brigades, its use is deeply ingrained \u2013 and considered indispensable.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: OCCRP.
