{"id":5430,"date":"2017-10-18T15:07:22","date_gmt":"2017-10-18T12:07:22","guid":{"rendered":"http:\/\/anticorr.media\/?p=5430"},"modified":"2017-10-20T10:29:16","modified_gmt":"2017-10-20T07:29:16","slug":"itogi-partijnogo-sezda-v-knr-si-ostalsya-u-vlasti-borba-s-korrupciej-nabiraet-oboroty","status":"publish","type":"post","link":"https:\/\/anticorr.media\/en\/itogi-partijnogo-sezda-v-knr-si-ostalsya-u-vlasti-borba-s-korrupciej-nabiraet-oboroty\/","title":{"rendered":"The anti-corruption fight continues in China"},"content":{"rendered":"<h3 class=\"title\">Xi Jinping has more tigers, foxes and flies in his sights<\/h3>\n<p>This material belongs to:\u00a0<a href=\"https:\/\/asia.nikkei.com\/Features\/China-up-close\/Xi-Jinping-has-more-tigers-foxes-and-flies-in-his-sights\">Nikkei Asian Review<\/a>.<\/p>\n<p>With or without Wang, president&#8217;s anti-graft purges to endure through 2022.<\/p>\n<p>TOKYO &#8212; The past five years have been an &#8220;extraordinary&#8221; period in China, or so says the\u00a0<a href=\"http:\/\/news.xinhuanet.com\/english\/2017-10\/14\/c_136679782.htm\" target=\"_self\">communique<\/a>\u00a0issued at the end of a key gathering of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Communist_Party_of_China\">Chinese Communist Party<\/a> on Saturday.<\/p>\n<p>The five years point to the period that General Secretary <a href=\"https:\/\/en.wikipedia.org\/wiki\/Xi_Jinping\">Xi Jinping<\/a>, who doubles as the country&#8217;s president, has been in power.<\/p>\n<p>&#8220;China has witnessed deep and fundamental changes over the past five years, while its achievements are comprehensive and groundbreaking,&#8221; the party members agreed at the four-day Seventh Plenary Session of the party&#8217;s <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Committee_of_the_Communist_Party_of_China\">Central Committee<\/a>.<\/p>\n<p>The thinly veiled statement is meant to portray that the five years prior to it were far from memorable, those under predecessor <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hu_Jintao\">Hu Jintao<\/a>, which the Xi regime regards as the dark years when reform stalled.<\/p>\n<p>The axe-grinding reflects the\u00a0<a href=\"https:\/\/asia.nikkei.com\/Spotlight\/China-s-party-congress\/Xi-digs-in-for-the-long-haul\" target=\"_self\">vicious power struggle<\/a>\u00a0taking place beneath the surface between the current and previous leadership leading up to the party&#8217;s 19th national congress to begin on Wednesday. Source: Nikkei Asian Review.<\/figcaption><\/figure>\n<p>First and foremost of those &#8220;extraordinary&#8221; achievements, in the eyes of the leadership, is Xi&#8217;s signature anti-corruption campaign, spearheaded by long-time ally <a href=\"https:\/\/en.wikipedia.org\/wiki\/Wang_Qishan\">Wang Qishan<\/a>. Xi has been using the crackdown to rid the political landscape of his foes.<\/p>\n<p>More than 2 million officials have fallen victim to the corruption crackdown in the past five years. They include both &#8220;tigers and flies,&#8221; a reference to senior and low ranking officials. The most recent tally shows that 280 officials at or above the vice minister level and 8,600 officials at the bureau or department chief tier have been caught.<\/p>\n<p>On Oct. 9, Wang chaired a plenary session of the party&#8217;s <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Commission_for_Discipline_Inspection\">Central Commission for Discipline Inspection<\/a>, which he is head of. Its 205 members, appointed five years ago, ruled both 90m party members and the world\u2019s most populous country.<\/p>\n<p>Few of them knew that serving on the Central Committee would prove to be one of the most dangerous jobs in the China.<\/p>\n<p>From December 2012 to October 2017, 18 sitting Central Committee members \u2014 almost 9 per cent of the total \u2014 were detained for alleged corruption. To date six have been formally tried, convicted and sentenced to jail terms ranging from 12 years to life.<\/p>\n<p>They are among the highest profile victims of President Xi Jinping\u2019s historic anti-corruption campaign, which has ended the careers of more than 150 government ministers, army generals and state-owned enterprise executives.<\/p>\n<p>They are also unlikely to be the last as a party congress begins deliberations today to appoint a new Central Committee, which will in turn rubber-stamp Mr Xi\u2019s second-term leadership team.<\/p>\n<p>\u201cThe anti-corruption campaign has gathered unstoppable momentum,\u201d <a href=\"https:\/\/en.wikipedia.org\/wiki\/Tuo_Zhen\">Tuo Zhen<\/a>, a party congress spokesman, said on the eve of its opening. He added that the campaign\u2019s successes meant that officials now \u201cdare not\u201d engage in corruption. As a next step, party and government anti-graft bodies will be merged \u201cunder one roof\u201d to ensure that officials \u201ccannot\u201d do so.<\/p>\n<p>\u201cI doubt that Xi will stop the campaign as it is popular [with the public],\u201d adds <a href=\"https:\/\/en.wikipedia.org\/wiki\/Steve_Tsang\">Steve Tsang<\/a>, a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sinology\">Sinologist<\/a> at the <a href=\"https:\/\/en.wikipedia.org\/wiki\/SOAS,_University_of_London\">School of Oriental and African Studies<\/a> in London.<\/p>\n<p>The anti-corruption campaign has been a potent political weapon for Mr Xi and Wang Qishan, the party\u2019s discipline tsar. The two men have used it to help shape the composition of the party\u2019s incoming 25-member politburo and seven-seat Politburo Standing Committee, which will be revealed next week.<\/p>\n<p>18 &#8211; Number of Central Committee members who have been detained by corruption investigators since 2012, almost 9 per cent of the total.<\/p>\n<p>Since the beginning of this year alone, an unprecedented seven Central Committee members have been detained by Mr Wang\u2019s Central Commission for Discipline Inspection, compared with four in 2016.<\/p>\n<p>Most significantly, in July Mr Xi and Mr Wang for the first time purged a sitting politburo member, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sun_Zhengcai\">Sun Zhengcai<\/a>. Installed by Mr Xi\u2019s predecessors, Mr Sun, 54, was the politburo\u2019s youngest member and therefore in pole position to succeed either Mr Xi or his premier, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Li_Keqiang\">Li Keqiang<\/a>, in 2022.<\/p>\n<p>Mr Sun\u2019s removal has instead paved the way for one of the president\u2019s prot\u00e9g\u00e9s, 57 year-old <a href=\"https:\/\/en.wikipedia.org\/wiki\/Chen_Min%27er\">Chen Min\u2019er<\/a>, to join the politburo and possibly even leapfrog onto the Politburo Standing Committee as well. <a href=\"http:\/\/chinadigitaltimes.net\/space\/Qiao_Mu\">Qiao Mu<\/a>, a former professor at <a href=\"https:\/\/en.wikipedia.org\/wiki\/Beijing_Foreign_Studies_University\">Beijing Foreign Studies University<\/a> now living in the US, says such machinations are the main preoccupation of the party\u2019s quinquennial congresses. \u201cParty congresses are held to sort power struggles, personnel arrangements and ideological matters,\u201d says Mr Qiao. \u201cThey do not discuss detailed policies.\u201d<\/p>\n<p>The last member of the 18th Central Committee to be brought down for corruption was <a href=\"https:\/\/en.wikipedia.org\/wiki\/Wu_Ying\">Wu Ai\u2019ying<\/a>, who was removed from her justice minister post in February without explanation. Ms Wu, whose detention on corruption charges was only confirmed at the weekend, will be subject to the same arbitrary and opaque judicial procedures that hundreds of rights lawyers, labour activists and dissidents endured under her watch.<\/p>\n<p>Other missing members of the party\u2019s 18th Central Committee highlight the methodical manner in which Mr Xi has established himself as China\u2019s most powerful leader since <a href=\"https:\/\/en.wikipedia.org\/wiki\/Deng_Xiaoping\">Deng Xiaoping<\/a>.<\/p>\n<p>Early victims such as <a href=\"https:\/\/en.wikipedia.org\/wiki\/Li_Dongsheng\">Li Dongsheng<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jiang_Jiemin\">Jiang Jiemin<\/a>, detained in 2013 and 2015 respectively, were regarded as allies of one of Mr Xi\u2019s main political rivals, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Zhou_Yongkang\">Zhou Yongkang<\/a>.<\/p>\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/Ling_Jihua\">Ling Jihua<\/a> was the de facto chief-of-staff of Mr Xi\u2019s predecessor, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hu_Jintao\">Hu Jintao<\/a>. This humiliation made it difficult for Mr Hu to overshadow Mr Xi\u2019s administration much as his own years in power were overshadowed by <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jiang_Zemin\">Jiang Zemin<\/a>, who headed the party from 1989 to 2002.<\/p>\n<p>Three disgraced members of the 18th Central Committee were also generals in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/People%27s_Liberation_Army\">People\u2019s Liberation Army<\/a>, which has undergone a radical restructuring under Mr Xi. Two other PLA generals and 18th Central Committee members are also reportedly under investigation for corruption.<\/p>\n<p>On Tuesday, Mr Tuo highlighted the cases against Mr Sun, Zhou, Ling and two PLA generals. \u201cThese demonstrate that anyone who has violated party discipline or state laws will be punished, no matter how high his position is,\u201d he said.<\/p>\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/Xiang_Junbo\">Xiang Junbo<\/a>, who headed China\u2019s insurance regulator, and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Wang_Min\">Wang Min<\/a>, party boss of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Liaoning\">Liaoning<\/a> province, fell as anti-corruption investigators turned their attention to cleaning up the financial sector and enforcing painful economic restructuring measures on heavy industrial centres such as Liaoning.<\/p>\n<p>Under Mr Wang, whose alleged failings included \u201cdereliction of duty\u201d, Liaoning was found to have faked economic data while almost half of the province\u2019s national parliament delegates were sacked for allegedly buying their seats.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Xi Jinping has more tigers, foxes and flies in his sights This material belongs to:\u00a0Nikkei Asian Review.
