Reality is far more complex.<\/strong><\/p>\n<p><strong>Corruption is a serious issue that is especially important to current opponents\u00a0and<em>\u00a0<\/em>supporters of President <a href=\"https:\/\/en.wikipedia.org\/wiki\/Donald_Trump\">Trump<\/a>\u2019s administration, so let\u2019s take a moment to unpack what \u201ccorruption\u201d means in dictatorships and democracies.<\/strong><\/p>\n<p>\u201cAnti-corruption\u201d\u00a0<a href=\"http:\/\/time.com\/5016727\/corruption-crackdowns-can-bring-political-advantages\/\" target=\"_blank\" rel=\"nofollow noopener\">sweeps<\/a>\u00a0are a common authoritarian tactic for consolidating power. The campaigns are an easy international sell because it is commonly accepted that\u00a0<a href=\"https:\/\/www.transparency.org\/what-is-corruption\" target=\"_blank\" rel=\"nofollow noopener\">corruption<\/a>\u00a0corrodes the fabric of society.<\/p>\n<p>It undermines people\u2019s trust in political and economic systems, institutions and leaders. It can cost people their freedom, health, money \u2014 and sometimes their lives.<\/p>\n<p>But is this the type of corruption that dictators are combating? Not really.<\/p>\n<p>Turns out that identifying corruption is really complicated. The term \u201ccorruption\u201d has no clear definition. That\u2019s right, that thing we all know \u201csmells bad\u201d (like bribes, collusion, conspiracy, etc.), really is like the\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=zk1CYTwjg1A\">Christmas Vacation<\/a>\u00a0mystery odor from <a href=\"https:\/\/blog.rvshare.com\/cousin-eddies-rv\/\">Cousin Eddie\u2019s RV<\/a>.<\/p>\n<p>There\u2019s no international legal definition for\u00a0<a href=\"https:\/\/www.unodc.org\/unodc\/en\/treaties\/CAC\/\" target=\"_blank\" rel=\"nofollow noopener\">corruption<\/a>\u00a0or\u00a0<a href=\"http:\/\/www.humanrightsvoices.org\/EYEontheUN\/un_101\/facts\/?p=61\" target=\"_blank\" rel=\"nofollow noopener\">terrorism<\/a>, but it\u2019s for a reason. Terrorism and corruption are labels often used as weapons against opponents \u2014 communists call capitalists corrupt and jihadists call Christians terrorists all the time. It\u2019s crazy, so let\u2019s clarify.<\/p>\n<p>Corruption is \u201cthe abuse of entrusted political power for private gain.\u201d This is exactly what the current \u201canti-corruption\u201d campaigns in Saudi Arabia and China are. Here\u2019s why.<\/p>\n<p>Dictatorships are ruled by a small group (relative to the population of the country), and their leaders (such as\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/02\/14\/world\/asia\/kim-jong-un-brother-killed-malaysia.html\" target=\"_blank\" rel=\"nofollow noopener\">Kim Jong Un<\/a>\u00a0) purchase long stays in power through a mixture of money and violence.<\/p>\n<p>So-called\u00a0<a href=\"http:\/\/time.com\/5016727\/corruption-crackdowns-can-bring-political-advantages\/\" target=\"_blank\" rel=\"nofollow noopener\">\u201canti-corruption\u201d<\/a>\u00a0campaigns keep the ruling group small and the money plentiful. Sure, there is always an element of plausible deniability \u2014 \u201cI\u2019m not purging my opponents, I\u2019m just trying to clean up the government\u201d \u2014 but don\u2019t fall for it.<\/p>\n<p>For those of us that live in democracies, our leaders stay in office for relatively short periods of time because the people that constitute democratic governance demand good policies and erect institutions (such as constitutions and elections) that ensure rotations of power.<\/p>\n<p>People in democracies that oppose the elected leader typically always label him\/her as corrupt. Just ask <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jimmy_Carter\">Carter<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Richard_Nixon\">Nixon<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bill_Clinton\">Clinton<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/George_W._Bush\">Bush<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Barack_Obama\">Obama<\/a>, or literally any elected official.<\/p>\n<p>This isn\u2019t to say that corruption does not exist \u2014 it most assuredly does and we inherently smell it all around us all the time \u2014 but it is important to remember that for dictators, \u201canti-corruption\u201d is a tool for masking deeper corruption.<\/p>\n<p>In democracies, anti-corruption campaigns are messy and complex, but they do seek justice. This is because the rule of law creates processes, separations of power, and rights that make it difficult to be corrupt\u00a0and\u00a0to be proven corrupt.<\/p>\n<p>In a dictatorship the king just has to say it and it is so. Mind the gap.<\/p>\n<p><a href=\"https:\/\/clayrfuller.wordpress.com\/\">Clay R.
