South Africa\u2019s anti-corruption watchdog alleges \u00a316m intended for memorial events in 2013 was stolen and misspent by officials.<\/strong><\/p>\n

Nelson Mandela<\/a>\u2019s family have expressed \u201cindignation and dismay\u201d at allegations that officials stole and misspent more than \u00a316m intended for memorial events after the anti-apartheid leader\u2019s death in 2013.<\/strong><\/p>\n

South Africa\u2019s anti-corruption watchdog said last week it had found evidence that millions of dollars disappeared during preparations for Mandela\u2019s memorial and funeral.<\/strong><\/p>\n

Officials are alleged to have inflated costs, awarded tenders fraudulently and generally mismanaged the state occasion, which was attended by leaders from around the world.<\/p>\n

Mandela\u2019s eldest grandson, Mandla<\/a>, said on Wednesday that the family had reacted with \u201cutter indignation and dismay\u201d to the allegations.<\/p>\n

\u201cWe find it incredulous that while we, as a family, a nation \u2013 and indeed the world \u2013 were mourning the loss of our elder, icon, leader and statesman, some people were allegedly conniving to profit financially by shamelessly siphoning off funds,\u201d he said in a statement.<\/p>\n

\u201cThe guilty parties should face the full wrath of the law.\u201d<\/p>\n

Mandela died on 5 December 2013, aged 95, and\u00a0was buried in his home village of Qunu in the country\u2019s south-east on 15 December<\/a>.<\/p>\n

Busi Mkhwebane<\/a>, South Africa\u2019s public protector, said about 300m rand (\u00a316.5m) of state funds intended for the memorial and funeral were misspent.<\/p>\n

\u201cIt is unfathomable that a legacy built on principled action, integrity and a high degree of ethical standards should be so sullied and allegedly be associated with such criminal intent,\u201d said the family.<\/p>\n

The row comes at a bad time for the African National Congress (ANC)<\/a>, which has held power in\u00a0South Africa<\/a>\u00a0since elections in 1994 ended the racist apartheid regime.<\/p>\n

The party is meeting this weekend to choose a new leader to replace Jacob Zuma<\/a>, who has led the party since 2007 and the country since 2009.<\/p>\n

The main contenders to succeed him are Cyril Ramaphosa<\/a>, a prominent trade unionist during the struggle against apartheid and now a multimillionaire businessman, and Nkosazana Dlamini-Zuma<\/a>, the president\u2019s ex-wife and a former senior minister.<\/p>\n

Ramaphosa heads the broadly reformist wing of the ANC while Dlamini-Zuma is seen as the continuity candidate.<\/p>\n

The allegations of graft and mismanagement at Mandela\u2019s funeral will reinforce the impression of widespread corruption within the party.<\/p>\n

Zuma faced harsh criticism from judges on Wednesday after the failure of his attempt to block a report by the previous public protector into allegations of undue influence exerted on his administration by a wealthy business family.<\/p>\n

The president was\u00a0ordered to pay the costs of his legal challenge<\/a>.<\/p>\n

Support for the ANC, though still strong, has flagged in recent years and the party lost power in several major cities in municipal polls last year.<\/p>\n

Opposition parties were among the first to raise the alarm over the funeral, demanding an investigation into how taxpayers\u2019 money was misused.<\/p>\n

Mandela\u2019s long-serving personal assistant\u00a0Zelda la Grange<\/a>\u00a0described the funeral planning process as \u201cchaos\u201d in a memoir published six months after his death.<\/p>\n

\u201cI had never experienced such chaos,\u201d she wrote, saying that plans were changed every few minutes.<\/p>\n

She said: \u201cOne could not help but wonder whether it was just eight years of bad planning, wasting money on foreign travel to consult with other countries about events of this magnitude, or whether it was a deliberate attempt to exclude from Mandela\u2019s funeral people who were not allied with the right people.\u201d<\/p>\n

In her report, the public protector, an independent office with a constitutional mandate to combat maladministration and injustice, found that \u201cmoney meant for infrastructure and social development \u2026 the provision of running water, electricity, sanitation, the replacement of mud schools and the refurbishment of hospitals\u201d had been diverted to pay for T-shirts and catering and to transport mourners.<\/p>\n

The Eastern Cape<\/a> province, where the funeral took place, has some of the highest poverty levels in South\u00a0Africa<\/a>.<\/p>\n

The investigation also found tendering procedures had been widely flouted and suppliers had inflated prices.<\/p>\n

\u201cHow do you charge 350 rand for a T-shirt? That is exorbitant \u2026 where is your conscience for charging the state so much money for a T-shirt? It\u2019s very concerning,\u201d\u00a0Mkhwebane said this month.<\/a><\/p>\n
