Perceived corruption in the public service may have wiped $72\u00a0billion from\u00a0Australia’s economy, as its standing in international government integrity rankings slipped over the last four years, a new report says.<\/strong><\/p>\n

The economic hit would translate to\u00a04 percent of the country’s latest GDP figures, as Australia lost several points and slid six places in\u00a0Transparency International’s\u00a0ratings of perceived corrupt behaviour in the bureaucracy, the\u00a0Australia Institute<\/a> analysis said.<\/p>\n

Its findings, released Thursday, came as a public service commission\u00a0report found 5 percent of surveyed public servants, or nearly 5,000 government staff, witnessed corruption in their agencies last year and\u00a0the number of bureaucrats reporting cronyism, nepotism and other misconduct\u00a0grew.<\/p>\n

Using analysis showing that\u00a0each point nations lost\u00a0in their\u00a0Corruption Perceptions Index scores was associated with a\u00a0$486 per capita fall in GDP,\u00a0<\/strong>the Australia Institute said perceived corrupt behaviour may have sapped economic growth that would have been achieved if Australia had kept its 2012 rating.<\/p>\n

It used the findings to renew calls for a federal anti-corruption agency, a body the public service commission has previously said\u00a0would cost too much, was likely to over-reach in its powers, and risked being ineffective.<\/p>\n

Australia Institute<\/a> research director and report co-author\u00a0Rod Campbell<\/a> said corruption increased business costs and worsened inequality.<\/p>\n

“A federal ICAC<\/a> with teeth is needed to increase public trust and tackle the perception of corruption in Australia,” he said.<\/p>\n

“The perception of corruption is on the rise, the number of public servants who have witnessed corrupt behaviour is on the rise and public trust in federal parliament is at an all-time low.”<\/p>\n

“As well as the obvious democratic cost, corruption and the perception of corruption also costs our economy.”<\/p>\n

Using analysis by consultants PricewaterhouseCoopers<\/a>\u00a0finding\u00a0a relationship\u00a0between wealth per person and the Corruption Perception Index, the think tank’s report\u00a0said Australia’s recent drop in the rating may have translated to a $2,916 GDP per capita fall.<\/p>\n

ANU<\/a> Crawford School of Public Policy<\/a> researcher and\u00a0Transnational Institute on Corruption<\/a>\u00a0interim director Grant Walton<\/a> said the CPI was limited by focusing only on the public sector, when privatisation had changed where\u00a0corruption occurred.<\/p>\n

It was also based on perceptions, which could grow with rising debate about\u00a0corruption.<\/p>\n

“We have to be careful if we’re using the CPI, to understand its limitations,” he said.<\/p>\n

The World Economic Forum<\/a> estimates\u00a0corruption costs\u00a05 per cent of global GDP, while PwC found lower levels of perceived corruption were found in countries with higher wealth per person.<\/p>\n

Corruption limited competition, favoured contractors who offered bribes rather than\u00a0the best product, and gave advantage to projects offering personal rather than public benefit, Mr Campbell and co-author Hannah Aulby<\/a>\u00a0said in the Australia Institute report.<\/p>\n

The Australian Public Service Commission<\/a> said\u00a0public sector leaders had\u00a0“zero tolerance” of corruption and the public sector was aware of its economic and social cost.<\/p>\n

Australia ranked seventh in Transparency International’s index in 2012, but slid to 13th in 2016 as its score for perceived government integrity fell six points to 79.<\/p>\n

The latest public service commission\u00a0State of the Service report<\/a>\u00a0showed\u00a0the rate of public servants witnessing corrupt behaviour\u00a0had\u00a0risen since\u00a0a survey\u00a0in 2013-14 that found 2.6 per cent had witnessed\u00a0it in their workplaces.<\/p>\n

Of staff saying\u00a0they had seen corruption, 64\u00a0per cent reported\u00a0cronyism in their agency, while nepotism (26 per cent) was another common complaint among public servants.<\/p>\n

More than a fifth had witnessed “green-lighting”, when colleagues made\u00a0official decisions that improperly favoured a person or company, or disadvantaged another.<\/p>\n

A\u00a0report<\/a>\u00a0released last month, led by\u00a0former Prime Minister and Cabinet department secretary<\/a>\u00a0Terry Moran<\/a>, found most Australians wanted a\u00a0federal anti-corruption commission however a\u00a0parliamentary committee stopped short of recommending one\u00a0in September.<\/p>\n
