A local businessman was also nabbed. The group made their first appearance in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Mount_Ayliff\">Mount Ayliff<\/a> Magistrate\u2019s Court in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Alfred_Nzo_District_Municipality\">Alfred Nzo District Municipality<\/a>, this week.<\/strong><\/p>\n<p>The arrests were made by the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hawks_(South_Africa)\">Directorate for Priority Crime Investigation<\/a> (<a href=\"https:\/\/en.wikipedia.org\/wiki\/Hawks_(South_Africa)\">Hawks<\/a>).<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/permalink.php?story_fbid=440450489430496&amp;id=116503898491825\">Luyolo Fokazi<\/a>, <a href=\"https:\/\/www.l2b.co.za\/Contact\/Zuko-Mani-SCM-Manager-\/150763\">Zuko Mani<\/a>, <a href=\"https:\/\/www.saps.gov.za\/newsroom\/msspeechdetail.php?nid=14191\">Thembisa Manciya<\/a>, <a href=\"https:\/\/southafricatoday.net\/tag\/mawethu-mtengwana\/\">Mawethu Mtengwana<\/a>, <a href=\"https:\/\/southafricatoday.net\/south-africa-news\/eastern-cape\/r300-million-fraud-8-alfred-ndzo-municipality-officials-arrested\/\">Sifiso Ntanga<\/a>, <a href=\"https:\/\/www.l2b.co.za\/Contact\/Nkosinathi-Gule\/116896\">Nkosinathi Gule<\/a>, <a href=\"http:\/\/www.heraldlive.co.za\/news\/2014\/01\/25\/answers-lead-to-more-questions\/\">Xolani Masiza<\/a> and <a href=\"https:\/\/www.pressreader.com\/south-africa\/daily-dispatch\/20180119\/281655370488006\">Miranda Matutuba<\/a> were all granted R8 000 bail. They are due back in court in April, pending further investigations. Fokazi was former Chief Financial Officer at the municipality, while Mani was employed as the supply chain manager.<\/p>\n<p>It is alleged that in October 2014, the <a href=\"http:\/\/www.ufh.ac.za\/files\/Supply%20Chain%20Management%20Policy%20and%20Procedures%20-%20University%20of%20Fort%20hare.pdf\">Bid Evaluation Committee (BEC)<\/a> and <a href=\"http:\/\/www.ufh.ac.za\/files\/Supply%20Chain%20Management%20Policy%20and%20Procedures%20-%20University%20of%20Fort%20hare.pdf\">Bid Adjudication Committee (BAC)<\/a> attached to the Alfred Nzo Municipality, allegedly flouted the procurement processes by irregularly awarding nine contracts to eight companies to install water pipes and tanks to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Matatiele_Local_Municipality\">Matatiele<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Mbizana_Local_Municipality\">Mbizana<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Umzimvubu_Local_Municipality\">Umzimvubu<\/a> and <a href=\"https:\/\/mapcarta.com\/14374446\">Cabazana<\/a>.<\/p>\n<p>The suspects allegedly took the tender documents to another province without authority and pretended as if the BEC and the BAC sat to evaluate the tenders.<\/p>\n<p>The Hawks investigations commenced in 2015 which lead to the arrest of the group. More arrests are expected soon.<\/p>\n<p>Lieutenant General <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hawks_(South_Africa)\">Yolisa Matakata<\/a>, Acting National Head of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hawks_(South_Africa)\">Hawks<\/a>, has hailed the arrests as another indication of the Hawks, <a href=\"http:\/\/www.cleanbusinessinternational.com\/presentations\/2013\/Leonard_Lekgetho_presentation.pdf\">Special Investigative Unit (SIU)<\/a> and <a href=\"https:\/\/www.npa.gov.za\/node\/13\">Asset Forfeiture Unit (AFU)<\/a> continuous collaboration in their aggressive war against corruption in the Eastern Cape as well as in the country.<\/p>\n<p>\u201cMany cases have been gathering dust and we have been inundated with a lot of complaints. \u00a0We have a responsibility to make sure that we take our obligation serious and I have sent a team to make sure that all the cases receive the necessary attention speedily,\u201d Matakata said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: IOL.
