In a wide-ranging late-night interview at his palace here, Saudi Arabia\u2019s young Crown Prince Mohammed bin Salman<\/a> described a new wave of reforms as part of the \u201cshock\u201d therapy needed to modernise the kingdom\u2019s cultural and political life.<\/strong><\/p>\n

\u201cMBS<\/a>,\u201d as the headstrong 32-year-old crown prince is known, began the conversation just before midnight Monday, at the end of a day that had brought\u00a0new royal decrees<\/a>\u00a0shaking up the Saudi military and government bureaucracy and appointing a woman to a cabinet ministry, Tamadur bint Youssef al-Ramah<\/a> as deputy minister for labor. For more than two hours, MBS discussed his campaigns against corruption and Muslim extremism, as well as his strategy for the region.<\/p>\n

The crown prince said he has public support, not just from restless younger Saudis but also from a chastened royal family. He rejected criticism of his domestic and regional policies, which some have described as risky, and argued that the changes are essential to finance the kingdom\u2019s development and combat its enemies, such as Iran. Asked whether he might release\u00a0human rights activists<\/a>\u00a0before his visit to the United States\u00a0in late March<\/a>, he said Saudi standards were different than American ones and \u201cif it works, don\u2019t fix it,\u201d but he added later through an aide that he would consider reforms in this area, as in others.<\/p>\n

During my brief visit to the kingdom, it was impossible to assess how well MBS\u2019s reforms are working. Certainly, there\u2019s a cultural ferment: Women tell visitors what kind of cars they plan to buy when they\u2019re\u00a0allowed to drive in June<\/a>; new gyms for women are opening; female entrepreneurs are operating food trucks; and female sports fans are\u00a0attending public soccer games<\/a>.<\/p>\n

Conservative dissent may exist underground, but a September 2017 independent poll by Ipsos<\/a> of Saudi millennials found that 74 percent were optimistic about the future; topping their worries were high prices, unemployment and corruption.<\/p>\n

MBS spoke entirely in English; in two previous interviews with me, he had taken questions in English and answered in Arabic. He dismissed concerns among some supporters in the United States that he\u2019s fighting on too many fronts and taking too many chances \u2014 arguing that the breadth and pace of change are necessary for success.<\/p>\n

The crown prince said the shake-up announced Monday night by his aging father, King Salman<\/a>, was an effort to install \u201chigh energy\u201d people who could achieve modernisation targets. \u201cWe want to work with believers,\u201d he said. The decrees appoint younger royals to key governorates, including Prince Turki bin Talal<\/a> as deputy governor of Asir<\/a>. This appointment suggests royal-family accord, since his brother, Prince Alwaleed bin Talal<\/a>, was among\u00a0381 arrested<\/a>\u00a0on corruption charges last November. (He\u00a0was later released<\/a>.)<\/p>\n

MBS sacked the defence chief of staff and appointed new military leaders, changes he said had been planned for several years to get better results for Saudi defence spending; he said the kingdom, with the world\u2019s\u00a0fourth-largest defense budget<\/a>, has only the 20th or 30th best army. He described ambitious plans to mobilise Yemeni<\/a> tribes against the Houthis<\/a> and their Iranian backers in Yemen, a war that has dragged on longer than the Saudis hoped.<\/p>\n

MBS said his anti-corruption putsch in November was an example of the shock therapy the kingdom needed, because of endemic corruption. \u201cYou have a body that has cancer everywhere, the cancer of corruption. You need to have chemo, the shock of chemo, or the cancer will eat the body.\u201d The kingdom couldn\u2019t meet budget targets without halting this looting, he said.<\/p>\n

The crown prince said he remembers corruption personally, as people tried to use his name and connections starting in his late teens. \u201cThe corrupted princes were a minority, but the bad actors got more attention. It harmed the energy of the royal family.\u201d\u00a0All but 56\u00a0<\/a>of those arrested have now been freed after paying restitution: \u201cMost of them know they have made big mistakes, and they have settled.\u201d<\/p>\n

MBS said that a \u201cshock\u201d was also needed to check Islamist extremism in the kingdom. He said his reforms, giving greater rights to women and fewer to the religious police, were simply an effort to reestablish the practices that applied in the time of the prophet Muhammad<\/a>.<\/p>\n

The crown prince said he had been unfairly criticised for pressuring Lebanese<\/a> Prime Minister Saad Hariri<\/a> to resign in November. \u201cNow he\u2019s in a better position\u201d in Lebanon<\/a>, relative to the Iranian-backed Hezbollah<\/a> militia, MBS said. Hariri is visiting the kingdom soon for talks.<\/p>\n

MBS\u2019s enthusiasts sometimes liken his bid to consolidate power to that of Abdul Aziz ibn Saud<\/a>, the founder of modern Saudi Arabia. But MBS dismissed this comparison, adding a contemporary twist: \u201cYou can\u2019t create a new smartphone. Steve Jobs<\/a> already did it.
