{"id":9494,"date":"2018-03-13T17:14:53","date_gmt":"2018-03-13T14:14:53","guid":{"rendered":"http:\/\/anticorr.media\/?p=9494"},"modified":"2018-03-18T15:50:47","modified_gmt":"2018-03-18T12:50:47","slug":"novoe-super-antikorrupcionnoe-agentstvo-knr-i-ego-bezgranichnye-polnomochiya","status":"publish","type":"post","link":"https:\/\/anticorr.media\/en\/novoe-super-antikorrupcionnoe-agentstvo-knr-i-ego-bezgranichnye-polnomochiya\/","title":{"rendered":"Far-reaching powers of China\u2019s new super anti-corruption agency revealed"},"content":{"rendered":"<p>This material belongs to: <a href=\"http:\/\/www.scmp.com\/news\/china\/policies-politics\/article\/2136949\/far-reaching-powers-chinas-new-super-anti-corruption\">South China Morning Post<\/a>.<\/p>\n<p><strong><a href=\"https:\/\/en.wikipedia.org\/wiki\/National_Supervisiory_Commission_of_the_People%27s_Republic_of_China\">National Supervisory Commission<\/a> ranks higher than <a href=\"https:\/\/en.wikipedia.org\/wiki\/Supreme_People%27s_Court\">Supreme People\u2019s Court<\/a> and top prosecutors\u2019 office.<\/strong><\/p>\n<p><strong>Management teams in village governments, research institutes, public hospitals and schools will all come under the scrutiny of China\u2019s new anti-corruption agency, it was revealed on Tuesday.<\/strong><\/p>\n<p class=\"v2-processed\">A day after the creation of the National Supervisory Commission, details of its operation were released for discussion by lawmakers at the annual meeting of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/National_People%27s_Congress\">National People\u2019s Congress<\/a>.<\/p>\n<p class=\"v2-processed\">According to the draft, the new agency, ranked alongside the central government and above the judiciary, will watch for misconduct not only among the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Communist_Party_of_China\">Communist Party<\/a>\u2019s 90 million members but also among managers of state-owned enterprises, hospitals, educational and cultural institutions, sports organisations and even village governments and research institutes.<\/p>\n<p class=\"v2-processed\">The new agency will replace the party\u2019s feared <a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_Commission_for_Discipline_Inspection\">Central Commission for Discipline and Inspection (CCDI)<\/a>, with its powers expanded but also more clearly defined.<\/p>\n<p class=\"v2-processed\">There had been speculation that doctors and teachers would also be subject to supervision by the new anti-graft commission. But the document released on Tuesday specifies that only their managers are included.<\/p>\n<p class=\"v2-processed\">The law empowers the powerful new agency to question, interrogate, freeze assets, detain and search premises during its investigations.<\/p>\n<p class=\"v2-processed\">As well as removing the term limit on China\u2019s presidency in a constitutional amendments bill passed on Sunday, the legislature also added a clause establishing the National Supervisory Commission to the constitution. The commission is ranked higher than the Supreme People\u2019s Court and the top prosecutors\u2019 office.<\/p>\n<p class=\"v2-processed\">The CCDI, the party\u2019s top anti-corruption body, can question and detain party members without charge. The new commission institutionalises the extension of that power to cover all public servants and village government executives listed in its scope.<\/p>\n<p class=\"v2-processed\">The draft will be put to a vote on March 20, the last day of NPC meeting.<\/p>\n<p class=\"v2-processed\">Earlier <a href=\"https:\/\/news.cgtn.com\/news\/7749444e32597a6333566d54\/share_p.html\">Xiao Pei<\/a>, a deputy secretary of the CCDI, said the move would boost the legitimacy of President <a href=\"https:\/\/en.wikipedia.org\/wiki\/Xi_Jinping\">Xi Jinping<\/a>\u2019s anti-corruption campaign.<\/p>\n<p class=\"v2-processed\">\u201cIt will definitely give anti-graft work a legal and standardised basis,\u201d he told <a href=\"https:\/\/en.wikipedia.org\/wiki\/Xinhua_News_Agency\">Xinhua<\/a> on Saturday. \u201cIt will also add to people\u2019s confidence and trust in the party, and consolidate the foundation of the party\u2019s rule.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: South China Morning Post.
