Judge <a href=\"https:\/\/www.judiciary.gov.uk\/announcements\/circuit-judge-appointment-dean\/\">Nicholas Dean<\/a> said.<\/p>\n<p><strong>A corrupt council boss has been\u00a0<a href=\"https:\/\/www.leicestermercury.co.uk\/all-about\/crime\">jailed for 20 months<\/a>\u00a0after awarding his wife\u2019s cleaning firm with a \u00a3150,000 contract.<\/strong><\/p>\n<p><strong>Richard Whitmore, 66, was\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Borough_of_Melton\">Melton Borough Council<\/a>\u2019s\u00a0housing asset manager when he abused his position of trust.<\/strong><\/p>\n<p><strong>His wife,\u00a0<a href=\"https:\/\/www.leicestermercury.co.uk\/news\/leicester-news\/council-manager-admits-fraud-awarding-1251760\">Jayne Whitmore, 59, used a false name to conceal the fact they were married<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_Crown_Court_venues_in_England_and_Wales\">Leicester Crown Court<\/a> heard.<\/strong><\/p>\n<p><strong>She was given a 14 month jail sentence, suspended for two years.<\/strong><\/p>\n<p><strong>Here is what the judge told Whitmore when sentencing him at\u00a0<a href=\"https:\/\/www.leicestermercury.co.uk\/all-about\/courts\">Leicester Crown Court<\/a>:<\/strong><\/p>\n<p>Sentencing, Judge Nicholas Dean QC said: \u201cRichard Whitmore, you were employed by Melton Borough Council in a position of trust.<\/p>\n<p>\u201cI make it clear the public, and councils who employ individuals such as yourself, are entitled to expect the highest standards of honesty.<\/p>\n<p>\u201cCorruption within government, whether national or local, is intolerable.<\/p>\n<p>\u201cIt undermines the whole system in a way that could cause utter chaos; of the kind we see in other jurisdictions.<\/p>\n<p>\u201cYou saw an opportunity to make a gain, not by the amount of the contract, but by the profit.\u201d<\/p>\n<p>He said he accepted the defendant intended the work would be carried out properly.<\/p>\n<p>Judge Dean said: \u201cYou saw the opportunity of getting the contract by subterfuge.<\/p>\n<p>\u201cYou knew you had to declare your personal connections with a tendering party.<\/p>\n<p>\u201cYour wife used a false name and you manipulated the process knowing there was a high chance your wife would be appointed the contract.<\/p>\n<p>\u201cIt was corruption in its purest form, not doubt emanating from greed \u2026 which is very sad.<\/p>\n<p>\u201cThe requirement for openness on your part was clear.\u201d<\/p>\n<figure id=\"attachment_9568\" aria-describedby=\"caption-attachment-9568\" style=\"width: 615px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-9568\" src=\"http:\/\/anticorr.media\/wp-content\/uploads\/2018\/03\/4252837JPG.jpg\" alt=\"\u0417\u0434\u0430\u043d\u0438\u0435 \u0431\u0440\u0438\u0442\u0430\u043d\u0441\u043a\u043e\u0433\u043e \u043c\u0443\u043d\u0438\u0446\u0438\u043f\u0430\u043b\u0438\u0442\u0435\u0442\u0430\" width=\"615\" height=\"400\" srcset=\"https:\/\/anticorr.media\/wp-content\/uploads\/2018\/03\/4252837JPG.jpg 615w, https:\/\/anticorr.media\/wp-content\/uploads\/2018\/03\/4252837JPG-300x195.jpg 300w\" sizes=\"auto, (max-width: 615px) 100vw, 615px\" \/><figcaption id=\"caption-attachment-9568\" class=\"wp-caption-text\">Source: Will Johnston.<\/figcaption><\/figure>\n<p>Regarding the \u201cnature of the harm caused\u201d by the offending, Judge Dean said: \u201cIt undermined public trust in our local authorities and lost the opportunity for other firms to acquire the contract, that was won by subterfuge and corruption.\u201d<\/p>\n<p>He told Richard Whitmore: \u201cIt\u2019s very important this offence is marked by an immediate sentence of imprisonment to ensure high standards are maintained in government and that the price of corruption is high.\u201d<\/p>\n<p>The judge told Jayne Whitmore: \u201cYou weren\u2019t in a leading role but you aided your husband in his corruption.<\/p>\n<p>\u201cThe idea and impetus came from your husband and he played a leading role \u2013 but you were an equal beneficiary.<\/p>\n<p>\u201cIt\u2019s only because you had a lesser role that I\u2019m suspending your sentence.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This material belongs to: Leicester Mercury. &#8216;It was corruption in its purest form, not doubt emanating from greed,&#8217;
